Sponsor sister for Green Card

Hi folks,
My wife currently has a US citizenship. She wants to sponsor her sister for green card(she is currently in India). What is the procedure for doing this. I have come to know it takes 12 years to get a GC under this category. Please let me know of the procedures to be followed.

Your wife can sponsor her sister's GC only if her sister is unmarried. If she is married, then she does not qualify for this category. This is the family based category 4 which takes the longest time - anywhere from 12-15 years for applicants from India. Hope this helps!

Can you please show me where it is stated that you can't file for a married sibling. I couldn't find that piece of information on the USCIS websites.
 
i have a cousin (Mr.X)who migrated to u.s,i mean his entire family was sponsored by (x's sister)...but he did wait for like 8 yrs though...
