sponsor related question

hi everyone
we're a D.V2008 winner and uncertain about an issue. could someone please answer this question?
is it a MUST for the sponsor to be U.S citizen?or is it enough for them to be working legally in america and on the way to becoming a citizen?(they'd been invited to u.s by a company for a job. so everything is legal)
please help me. it's kind of vital:S

Your sponsor can either be a US citizen or a PR (permanent residence).
