sponsonring parants and sister question, Please help!

First of all, I'm new to this forum and I would like to thank all of you for the great job you are doing with these posts. They are very helpfull and make you feel like you're not the only one with immigration issues.

Here is my situation:

My wife is a US citizen. Her sister is 19 years old and came to visit us on a j-1 visa, which is valid untill september 2005. I know that if my wife applies for a sibling petition it takes around 12 years.

If we apply for her parents who are currently residing in Russia, they would be considered immediate relatives and would receive a GC in around 1 year (I hope that's correct).

After her parents receive their GC, they could apply for my sister-in-law.

My questions are as follows:

1. Is it faster to apply for the parents while they are in russia or in the us.

2. If my sister-in-law stayed in the US (even though her visa expired), would her parents still be able to apply for her to get a GC or would she be denied?

3. If they file for her GC can she live and work legally in the US while her status is processed.
