I called the BCIS line and in approx 10 mins I was able to connect to a lady.
She asked for my LIn and pulled up my case: RD 12/26/01, ND: 01/07/02. She told me that it was receive don Jan 7 th, and all particulars are on file.
I asked her if the change of address that i communicated in Sept 02 was reflecting correct. she told me that she could not view that info, and I need to WRITE to Nebraska center to follow-up, but assured me that if had called, and provided them with the info, then they would have updated their files.
Then she proceeded to say that although the timeframe is 450-480 days, and my case is beyond the time frame, Nebraska center would not take a referral from her till it is about 21 months. She said that is how Nebraska center operates.
Really at that point I did not know if she could be of any more help, so I thanked her and ended the call.
BOTTOM line: BCIS can initiate a referral for nebraska center if your case is more than 21 months since you filed (go by notice date). :mad:
 
I asked the officer the same question" what do you mean by all particulars on file", her answer was there was no missing documentation required from me.

Referral in this case would mean that the BCIS officer can initiate a request (Referral) to the NSC and ask them to look into why the case has not yet been processed. She mentioned that NSC does not entertain referrals till it is 21 months from date of filing.

With the new system in place, I suppose these officials act as intermediaries, and will forward ifno to the respective centres.
