My friend just spoke to an IIO and was informed that an RFE was issued for him yesterday. Here are his details:

Cat: EB3, India.
PD: Feb 99
RD: Jan 00
ND: Feb 00
FP: April 01
RFE Issued: April 26th.
AVM is not changed.

It is 99 and you are right it is not current. Still a RFE has been generated as per the IIO. Will post once he gets it.
