02/19/2003 - Groups III and IV Registration Dates Extended

February 19, 2003 -- The Department of Justice (DOJ) announced this past Friday, February 14, 2003, that the final deadlines for Special Registration Groups III and IV have been extended. Each deadline has been extended by four weeks, to March 21, 2003 for Group III registrants and April 25, 2003 for Group IV registrants. An announcement regarding this extension was published in today's Federal Register.

The following individuals, designated as Group III, will now be required to appear at a designated INS office for registration between January 13, 2003 and March 21, 2003:

· Males born on or before January 13, 1987; and
· Who are nationals or citizens of Pakistan or Saudi Arabia; and
· Who were inspected and last admitted to the United States as nonimmigrants on or before September 30, 2002; and
· Who remain in the United States beyond March 21, 2003.

The following foreign nationals are designated as Group IV and must report for special registration between February 24, 2003 and April 25, 2003:

· Males who were born on or before February 24, 1987; and
· Who are citizens or nationals of Bangladesh, Egypt, Indonesia, Jordan, or Kuwait; and
· Who were inspected by the INS and last admitted to the United States as nonimmigrants on or before September 30, 2002; and
· Who will remain in the United States beyond April 25, 2003.

I don't see how this will affect 5 service centers as they don't interact with general public.

The special registration is done in local INS offices. So what could be affected is transferred cases.
 
ever heard of reallocation of resources?

How many INS officers do you think are in the Local Service centers?
When they have a shortage for this purpose what do you think they'll do to get the job done? Recruit people? obviously not. They'll reallocate the Service center Officers for this purpose.
Now, do you see the potential delay in cases?

BTW, this is not my speculation. The fact that the dates progressed only 15 days in 2 months speaks for itself.
 
NO - the last delays were caused mostly by the FBI security clearance and TPS (mandated by Congress to be completed before March).

Even though it was mentioned that the halt had been lifted as of Jan 13, 2003, the approval for I485 and N-400 in service centers itself didn't really start until after MLK holiday. Service centers like CSC didn't even start processing all cases until some time last week, because they had made a clear announcement that they would only concentrate on TPS cases.

That's the reason why you see the wait time has only progessed 15 days in the last 2 months. And remember, there were/are a very large number of cases with Sept 2001 and Oct 2001 RDs. Another reason they have been unable to move very quickly.

Theoretically, once they've passed Oct 2001 RD, things should move quicker.
