Somebody I know wishes to start a business and settle in USA. He currently holds a Dutch passport. What are the options available keeping in mind that the investment he wants to make is prob <125K.

He dont have much options...Investor based GC needs a 1 Mil USD investment , although in some cases a 500k investment may be ok if he is investing in an underserved area... But in either case he has to employ american citizens (around 10 i guess)
If he is a skilled professional may be he can convince some company to sponsor H1B for him ...But he cannot start business until he get his EAD though !
