It's in the middle of weekend scan,
however the I-485 approval rate seems to be obviously increasing this week
even though it is not enough.
 
Accoridng to a meeting with CSC in Dec. last year, I-485 would not be a priority until April 2004. It is hoped by the end of fiscal year 2004 (Sep. 30, 2004), the processing time for I-485 will be 6 months. In that meeting, it was estimated that processing time for I-131 would be within 3 months by April 1, 2004. So far we are seeing I-131 moving and CSC is processing cases filed in Jan. 2004. I hope CSC will keep the momentum.

I also agree with some of you who are less optimistic about whehter CSC would keep its promise.

Adjudication Priorities

The California Service Center has a three tier system for its adjudications. The first tier (highest priority) includes L-1 visa petitions, Premium Processing Cases and H-1B visa petitions subject to the cap. The second tier includes replacement of alien registration cards (I-90s), Advance Paroles (I-131s) and Work Permits (I-765s). The third tier includes H-1B visa petition extensions (same and new employer), employment based visa petitions (I-140s) and permanent residence applications (I-485s).

Adjustment Applications (I-485)

These types of cases, as mentioned above, are not a priority at this time. The JIT Report Processing Date continues to reflect a December 16, 2001 date. It is expected that between now and April1 2004, the time line to adjudicate these types of cases will continue to be approximately two years. It is hoped that by the end of this fiscal year, i.e. September 30, 2004, the adjudication of these types of cases would be within six months of filing.


Advance Parole Adjudications (I-131)

The Service Center has a plan to process these cases within three months by April 1, 2004.

From the JIT report :
"This chart tells you which cases the Service Centers are processing as of the date indicated"


Based on the above line from the JIT,I think Green probably means applications CSC was working on on the date the JIT was posted(Feb 20th,2004) and yellow probably means things that are on hold.

Because - AP(I-131) moved!!!
 
Probably from now on 131 is not priority.
I would guess it may be "not priority" in opposition to hold,
but as fb said we never know.
 
Color changes for legibility

I'm pretty sure that the changes in color have no meaning at all. They're just used to separate the application types to make the report a little easier to scan. If you look in the first column, every time the application number changes, the color alternates, even if the change is just from I-90 to I-90A for example.

I also believe the color changes mean nothing. What really matters is whether these dates will be changed in two weeks.
 
How on earth do they plan to reduce backlogs of 2+ years down to 6 months inside of 5 months?

Either they will shred all our applications or reject everyone, there is no way they can go through all the hundreds of thousands of applications inside 5 months when they have done such a poor job so far. :(

More BS that they are throwing our way. I wonder if INS shouldn't diversify in to the fertilizer business. That way they can generate revenue from their best selling Organic Fertilizers and get the money to hire additional resources.
