hello, my friend has troubled situation. Hew was selected fot DV-2007, finally he get his visa on 27th of September and unfotunately lost his passport :( So then he get a passport and call to Embassy, they explained thet DV-2007 is over and they couldn't do anything. It's so terrible that he lost his passport with visa but maybe he can get a new visa? What he should do? Is that possible to get a new viza even if DV-2007 is already over. tnx

So your friend was a DV2007 winner.
Can you answer these questions:

1) What country are they from?
2) What was their. CN?
3) Did they attend a DV2007 interview between the dates of 10/01/2006 09/30/2007
4) If they did attend an interview were they granted a DV2007 visa at that interview?
5) What date was he issued with a 2007 DV visa (if he was issued one)

Don’t take this the wrong way but your post is very confusing and makes no sense. If you could please elaborate on the situation, I am sure I or someone could give you a clear answer.

From what I understand, their friend successfully won DV2007, received their Visa, and then lost their passport containing the US visa, before entry into the USA.

Since all the visas for DV2007 had been issued, and there is no replacement for lost visas (they just issue new ones), then their friend no longer can become a permanent resident under DV2007.

They are requesting any advice on getting a replacement green card visa under DV2007.

What can we learn from this? I guess expedited entry into the USA as soon as possible and practical, and to always keep your passport in a safe place (like a bank) once the visa has been issued.

Yea, that is basically what I though the poster was asking, but I wanted to clarify this.

I can’t believe that this is the case. What if you lost your passport in the US after you were there a few weeks? This seems mad to me? Once the visa has been issued that’s it?
I find it very hard to believe that the consulate could not simply reissue it, its not like the poster is looking for another visa, they just need a replacement.

Obviously people should take upmost care of their passports, but this is not to say that people don’t lose them, or they are not stolen.

This is a most unusual case, I have not come across a question like this before.

Logically the embassy could reissue a visa with the same number, ie. without any additional visa number involved.

Not necessarily.

Think about other critical documents/items that have ID numbers that are only used once - currency; passports; driver's licenses; car VINs etc. If you lose any of those, you may be issued with a new or replacement item, but they will have new serial numbers.

I was surprised as well that visas were in the same situation, but if you think a little about it, it does make sense from a security point of view. Obviously not as much from the DV point of view, but it depends how the State Department handles these things.

Thanks a lot to everyone who answered to my question, sorry that I couldn't write all clearly. So, problem is that, that there was issued visa for him, and he get it, but later before entering to US he lost his passport.
Then he applied for information to embassy what he should do? They said that can not do anything. Is that possible to have a new visa, cause there was issued visa for him, and maybe there is other ways to have a new visa?
