soon cannot sue to speed up N-400 ??

I have heard in a different forum (ilw.com) that congress has passed a law making it no longer possible to sue to speed up your overly-delayed N-400 application, though it says that the president has not signed it yet but intends to.

Does anyone have more information about this? When will the president sign? Is he sure to sign? Will existing cases be affected immediately?
