My wife and I are going to apply for naturalization but it seems I cannot apply for my son who is 16 1/2 years old. Is that true that we have to wait for our citizenship before applying for his?

The moment you or your wife get naturalized, your son will automatically become a U.S. citizen, under the provisions of the Child Citizenship Act, provided this occurs before he turns 18 y.o., and at the time he lives with you and has a green card.
After that he'll be able to file form N-600 with USCIS to get a certificate of citizenship, and also he'll be able to apply for a U.S. passport.
