Someone please explain the 1-130 process for me.

Hi, my mother who was a permenant resident at the time, filed a 1-130 petition for me around August of 2002. We received a receipt for the petition on September 28, 2002. Up till now, I haven't heard anything further about my case.

I've been doing research here and there on the procedure of i-130 and adjusting status but I'm still kind of confused.

What I don't understand is that on this site https://egov.immigration.gov/cris/jsps/Processtimes.jsp?SeviceCenter=Nebraska they list the dates of cases with the recepit notice dates (which I assume is the date listed on the receipt of my i-130 petition) . They are currently processing cases in the 2nd family based preference, which is what I'm in, of June 2002. Now on this site http://travel.state.gov/visa/frvi/bulletin/bulletin_2757.html , they list the priority date (which I again assume is the date they received my petition request) for which there are visa numbers available.

What I don't understand is the information given on these two sites. From information that I've gathered on other sites, they say that they cannot begin to process cases until a person has a visa number, Or that you cannot adjust status without a visa number. Yet on the first link that I posted they list dates for which they are processing cases as more current than the dates that the 2nd link I posted lists for visa availability dates.

Is the receipt notice date the same as your priority date? If this is so, does the information on the first link that I posted mean that they haven't began to process my petition or case? And do the times listed on the second link that I posted mean that that that is how long I'll have to wait till I'm able to adjust my status.

check my brother's timeline

My brother's (over 21) priority date is similar to yours. He was sponsored by my Mom. His case was approved last year and the processing has begun. He is not adjusting status here
 
Zeeman what district office was your brothers case filed in. And since he adjusted status last year, I'm thinking that he'll be getting his papers soon. Your brother is a lucky guy.
