Someone explain Labor Substitution to me

Guys and Gals,

I have learnt a lot of things on this forum but to date I have no clue how labor substitution actually works. I know that companies get labor apps approved and under one employee and then another person uses it to file for their 485 but how is this carried out? Does anyone know how the current retrogression impacts labor substitution?

I have heard that there is a growing movement to ban it. I have a feeling that this labor substitution issue has a large part to play in the current crisis and I want to learn about it. Any inputs from experienced people will be most welcome.

Yes Labor Subs is good candidate for Witch Hunting

Process is simple,you file 140 or concurrent and attche the old labor.Then there is a evaluation doc from some crap evaluation agency which will tell this jackfruit is equivalent to this apple or orange.And then a letter from Employer (spons) stating that the old guy has left the co (volunterly for betterment ) and hence we are substituting this new apple in place of jackfruit.That's it.Some companies are smart ,they first file only 140 so that RFE is raised on Co.The co will will answer the RFE.Next time they file 485 ,it becomes normal case as RFE has been answered.As any old labor can substituted as there is noe xpiry date on this sanjiveni jari , Its very difficult to know the exact visa requirement.This is what I know may be missing something.
