Some fundmental questions(maybe stupid)

if in Octomber 2005, USCIS say the cutoff date for EB2 is Jan.1, 2000, my
140 RD is Aug,2005, 485 has not been submitted. then, my case will be
affected in the following ways:
1. I submit 485 in September ,2005. 485 will be accepted, EAD and AP can be
applied. then wait many years for processing, since they will only deal with
the 485 case with a PD before 2000;
2. I submitted 485 in Octomber, rejected, no RD,no EAD and AP, wait for PD
change to 2005 or 2006 (current)
3.my NIW 140 will not be affected no matter what is the PD. therefore, my 140
can still be approved in the normal way. even it is approved, i must wait for
PD available, maybe years, and till my 140 expired

my understanding:
1. 485 will be accepted, the processing of 485 will be just as usual, depending on how fast CIS processing files and will not affected by the cut off.

2. correct

3. 140 wont affected whatsoever, 485 will be affected by the cutoff.

would like to hear other's opinion.
