Software to generate enough visa numbers

Visa number unavailibility is the cause for retrogression. Where do these visa numbers come from? We can develop software that will never make a visa unavailable so that there is no retrogression at all.

Why do not USCIS chage software so that it will pull immigrant visas from comming years. This will solve the all the problems.

Of course this needs a law to be implemented.

Number Unavailability is a funny word. Numbers are unavailable is more diplomatic tahn realistic.
We buy all these and think "numbers are really not available" ?

The authorities can use phrases like " We plan not to make numbers available for eb3 ***** " rather than "we are trying our best to make sure numbers are enough and demand matches supply so that there is no further retrogression blah bllah blah......"
