If a person has 40 points on the Social Security, but was never a green card holder/ citizen, is he eligible to receive social security benefits after retirement.
Yes.
The only exception is that US can't send the benefits to some countries like Cuba and North Korea. I am from India and I am eligible to receive SS benefits at retirement age, even I am not a citizen or permanent resident of US at any time.
