A new senior PR is not eligible to buy medicare coverage until 5 years of residence. In most states insurance companies will not even provide coverage. A few states allow the state mandated insurance plan to kick in (at 10-20% higher premiums) for those over 65 or those denied insurance. It is tough living in this country without medicare coverage or insurance as a senior.
If the country from which they came has reciprocal Social security agreements then it is worth exploring their eligibility. I know that the "quarters" worked here in the US are transferable to Australia for pension purposes and there is something similar for Australians.
