Social Security after getting EAD(OPT)

I am on F1 visa,applied for OPT and got it on 28th March.I would graduate in May,thus work start date on my EAD is 5-13-06(graduation date).I am applying for jobs and need Social Security number for applying and background checking.I went to Social Security office to apply for SS number,but they said that I'd have to wait until my work start date,before applying for Social Security number.Is it correct or I can actually go and apply for Social Security number after getting EAD but before work start date.
