Sister-in-Law on visitor visa wants to get married

I am deployed to Iraq and have invited my sister-in-law to America on a visitor visa to be with my wife while I am gone. I return home next month and my Sister in Law Larissa has met a US Soldier and wants to get married before she is to return to Russia in August. She has been on this visitor visa since November of 2008. Her possible future husband is offering to do all paperwork. So I guess I have two questions as if this is going to happen, I don't want there to be any mistakes.

1. It is my visitor visa she is on and she will return to Russia when it ends but is this marriage in America doable and then she returns to Russia and awaits her interview, the normal process for this?

2. Since her husband is a Soldier and I am an officer, I do not want there to be any mistakes as he is also deploying to Iraq after I return home. What documents are required? My wife already had her green card in the states when I met her which is why I don't know the answer and I am hearing two different responses to this?
