Both are applying fro different categories of non-immigrant visas and are appearing on 2 different dates. If your sister has chosen a good university with good ranking and has good scores on Toefl and other qualifying exams she should not have a problem in getting a visa. Likewise for parents if they mention the right thing during their interview, they arelikely to get a multiple visa.
