single parent (mother) GC

I am in a situation as my mother in india is not interested in coming on visitor visa for 6 months.
I am in the process of apply for i-140 and i-485, would it be possible to include my mother as a wholly dependent on me and apply GC for her as well. If so, please guide me.

Alternative

I have heard if mother is a widow and wholly dependent it is possible. If No, why not. Else, what is the alternative ways to get my mother here?
I'm not going to give up on this quest to find the solution.
