In order to reduce the bulkiness of the file, is it recommended to print it on double sides of a page.

What possible difference it can have? The size of the file should be the last of your worries.
 
When I read other people's writing printed on both sides, it is hard to follow, at least for me, and I tend to get annoyed eventually. If you believe your file is going to be thick, you should really think hard and drop some weak arguments. I hear CIS people might put off thick files, which is in a way understandable.
 
in fact, I have several independent referees, whose CV are 40 pages each.

also, I include a proposal, also like 100 pages.

printing these documents on a single page basis make my file extremely bulky.

I think they are important

any suggues to make it thinner?

I am not 100% certain you should include the CV's. I mean I've seen these, they make me feel like a worm, and I have liitle doubt adjudicators feel pretty much the same way. Pdf them and include a cd as an appendix, the same goes for the proposal - grant proposal's are 50% unrelated to the actual science. Although I wouldn't be surprised if they can't read cd's.
