Simple question on EB2

I am very sorry to ask questions which are probably quite stupid to you, as you must know considerably more than me!
There is the possibility for me to go and work in the States on an L1 visa. My husband would then follow me on an L2 visa and work. However, staying with the same company is quite restrictive, and I would prefer an H1 visa however realise my husband cannot work on a H4 visa. Now, I believe I may qualify for an EB2 visa, which would mean and EAD for my husband to work (I think). I know the employer has to apply for an EB2 (again, I think, I assume it is them that apply for you, like an H1 visa?), but normally how long do they wait before they do? I know there is also something called Labour Certification involved, but at what point does one get an EAD?? Basically what I am asking, if I find an employer willing to sponsor me for an H1 and EB2, how long before hubby can work?
ANY help that you can give me is very appreciated, I am scouring the internet for information on this one, but I find nothing!

Your L1/ H1 is a temporary visa,

EB2/ EB3 is Green card process.

Even if your employer applies for EB2, when you are in H1, your husband may not be able to work on any visa till you get to a stage, which at the present stand may take couple of years.

ANother question I have from reading your forums is that some people ask for a pre-approved labor cert.. What is this?

Do you often get employers starting the EB2 process before you start working for them?
