Simple Q: H4->-F1

Do you have to be on F1 for certain number of months before you can apply for OPT?

My wife is already more than half way done her masters (on H4) but may need to convert to F1 for internship reasons..

First of all conversion to F1 will take some time.
Student needs to be in school for 1 academic year before they can apply for practical training (OPT or CPT), but whether it should be in F1 status or any other status will do is a finer detail of the rule.
My analysis is that student should have 1 academic year of SEVIS record (which an H4 will not have).
You can seek legal help in this case, a lawyer may seek explanation from USCIS about this issue.
