Sibling sponsoring elderly mother's Immigration does not collaborate

I am a US Permanent Resident married to U.S. Citizen. I will be a citizen next year.
Hence, I asked for my long-lost brother to sign the petition, and verified I'd undertake
all of my mother's expenses, for the rest of her life.

While he signed the Petition, for the past months he does not collaborate. He threw away the USCIS letter with the receipt number, disabling us to track the application.
Our mother is 90 years old, and I fear that he will let us down again.
What are our options to proceed with my mom's immigration?
Can I be a stakeholder, since I'll be covering my mom's expenses?
