Should we report wrong arrest/citations on the citizenship applicationform?

I once switched insurance policy. The insurance company
only reported my previous pilicy being canceled but not
new policy purchased. So a cop stopped me and
gave me a citation and took out my plate tag.
I immediately told him that I had policy. He
said I should get a letter from insurance
company and bring it to the police stattion to him
to get my plate back. I did so
and he withdrew everything.

There was no record left. The cop
himself simply withdrew everything relevent
from the system.

Should I also include this?

I think it should be mentioned, with an explanation, just as you gave here.

The instructions only say include expunged records,
pardoned ones, and sealed ones. But all these
at least reached courts. Withdrawn citation
never reached court. If we include them,
maybe even USCIS will consider us to
be deliberately flooding them with frivolous
informations. It is just like the question
:"Have you violation any law for which you
not arrested?". You don't have to say Yes
if you did not stop at a stop sign
when no one was around testerday
