Should I qualify in DV through Work Experience, if I don't sure that I have enough experience?

My mom is applicant. For last 5 years she had so much employment (probably she changed about 10 or 20 jobs for such short period). And of course I am very doubt but I believe that here's some chance to qualify in Department of Labor about having 2 years experience in such field which requires it.

The question is does it worth to try it? What is the procedure of checking our work experience? Who does it? How long it takes? Does it requires extra money for fees?

I read all the instructions posted in dvselectee.state.gov and still don't understand how we can interact with Department of Labor while we in Russia and can't visit Department of Labor offices as we could do it in U.S.?

Well, I'm not sure of the answers to your question but if your unsure of your mum's work experience perhaps her education will be enough. Does she have a high school education or its equivalent?

I don't know what term "high school education" means anymore. When we first signed up for DV lottery I read in instructions that there's enough the only 12 years of middle school, and now I see very often "a high school education". Does that mean that my mom should have university dimploma? If so - she doesn't have such one.

Main education of my mom is: Moscow Art and Industry Academy named after Kalinin
And by the way I don't know which checkbox I should select in DS-122?

I don't sure if I qualify both, and my question is - can I try to qualify either with work experience and education?

Moscow Art and Industry Academy is the name of the school, what is the name of the certificate given to her after her completion of the course?

Her main education document is "Diploma", but it is not University or College Diploma, it is professional-technical education (probably vocational education)

Also she have second education of the same level but in Ufa College
Here image of second diploma:

There written that her qualification is colourer of second class and plasterer of second class.

And currently she studies in college (extramurally, on second or third grade)

Her first diploma is about building
Second diploma is about arts
and she still studies for third diploma (it will be diploma which will certify her for restaurant work)

Also she has some one or few courses of upgrade skills (One of which I know for sure it is certificate which allows her to work with kids - kindergarten, etc)
