I have become a permanent resident of Canada by March 2004. I returned back to UAE for personal reason. I intended to settle in canada by January 2007. I have received my SIN. I have not yet received my PR card. When my friend (present representative) contacted the immigration office at Toronto they said that my PR card application has been cancelled because they had asked for another set of photos and they didn’t get it within 6 months time so I have to apply for PR card again. My question is should I personally go to Toronto to submit my application for PR or my friend (present representative) over there can submit it on my behalf.
