Should I move or not? and PERM question

I have filed for basic application in Arkansas in February. The state processing time is slow (currently doing 2000) and the it goes to Texas which is not in much better condition.

I thought I should move so I am considering an opportunity in Philadephia. Where would this put me? Will I be able to file for an RIR after 6 months of advertisement if I move to Philly or will I have to use PERM?

Is PERM really that bad? It says that the process is over after 21 days. Can you apply for I-130 and 485 right after you gat the ok from the DOL?

I am not sure if you are aware of the Backlog Elimination Centers put in place recently. DOL is going to pool all unopened applications to the centers for processing on FIFO. There are no official words on how this FIFO is going to be, regional vs SWA, RIR vs non RIR. But in general, case with an earlier PD is going to be processed earlier if two cases are similar otherwise, for example, both are RIR pending at state level.
 
I am getting so deppressed now. I made contacts and interviews in Philladelphia and Massachusets with intent to move there due to faster processing. Now, if I move I will loose my spot in the Backlog reduction effort, altough my petition was only filed February 2004 (basic).

If I move, it will be in the summer at the earliest that my new employer can file for labor certification since all the recruitment has to be done prior to the filing. If PERM is not implemented, I guess it can be an RIR. Since the SWA will not process anymore the cases than maybe all the new casses in 2005 will be processed by the centers in Atlanta and Chicago which sholdn't be backlogged??? Am I right?
