Should I go for EB2 Perm and spend another $5000?

I am from Singapore (rest of world) and started preparing for Perm (EB3) filing in June when EB3 world still had visa numbers. Now I am ready to file and visa numbers have retrogressed . I paid for all this EB3 perm filing (around $5000).

Now I am considering starting doing EB2 perm, because I do have a master's degree. The question is: is it worth the effort and money? What if I finish the preparation (maybe by March) and then find EB2 is retrogressed for rest of the world too? And maybe S.1932 will help my Eb3 case anyways? And another $5000, should I spend it?

Please give me some advice. Thanks!
 
$5000 is quite a lot - usually lawyers like Rajiv charge $2k or less for a PERM LC. You should look into that first.

Why did it take you since June to prepare?
We started preparing middle of July and filed in September already.
S.1932 does not have a great chance of passing as I just read. Better don't hope for that. Also, EB-2 worldwide might retrogress sometime soon next year.

how many days to prepare for perm?

I thought job order must be open for 30 days
and then after closing 30 days of more wait till u can file!
 
middle of July until Sept 29th is more than 60 days...
