I finally received my FOIA records (please see signature for background).
Should I go ahead and file for AOS using the CBP records or should I attempt to request for replacement of I-94 first?
Are the FOIA records sufficient enough to prove my legal entry. (It states my admission number, date and time of entry, POE, entry date, departure date which is 0-0-0 and Country of Citizenship)

Thanks!

If USCIS were a competent organization where all the different sections "talk to each other", the FOIA records should have been sufficient. Unfortunately there are significant inefficiencies in that system and one division may place the onus of providing documents that another division has records of on the applicant.

I would say file the AOS with the records you have so that you're no longer removable until your application is resolved (you never know when a simple traffic violation could result in removal proceedings) however be ready to also request an expedited replacement of the I-94 if they issue an RFE for it.

Good Luck!
