Should I apply for Family based 4th catagory and also through PERM

Hello,
I am currently on H1, have 4 more years left on my H1B visa. My brother is a US citizen, should I apply for family based GC to be on the safe side along with my employment based GC. Does anyone forsee any speed up in the family based GC for the 4th catagory ?

I don't think filing under category 4 will benifit you anyway. It is still taking 11-13 years. You should go ahead with your Employment based GC. Ofcourse you can file falimy based I 130 in parallel if you want.
