Should i apply for a J1 from my home country

Hi everyone
I am asking if one can help me by answering if I can apply for J1 from another country not my home country if I am student in this country
Should I apply from my home country ?

You can apply from another country than your home country if:
- this is your country of permanent residence
- that countries ministry of health is willing to sponsor you

You might have to sit out your HRR in that country which can be a bit tricky if you don't have actual permanent resident status there (e.g. by loosing it after staying in the US for 3 years for your residency)
