Should I-140 be applied within 45 days of labor certification

Has the rule been finalized that unless the certified labor certification is used by filing I-140 petition within 45 days, it will lose validity?

Nope, it's not finalized yet, and it may be a while before this becomes law due to the process it has to go through. The OMB has still not reviewed it as far as I have read recently.
