Should I-140 be applied within 45 days of labor certification

Has the rule been finalized that unless the certified labor certification is used by filing I-140 petition within 45 days, it will lose validity?

this is not a law at this time, I think they are finalizing to become as a law

please keep me posted on this situation as I got my Labor approved but waiting for my company is going through a take over.
