Should appear 4th Time for F-1 Visa?

My friend has been rejected for F-1 visa three times at the Chennai consulate. Each time he appeared on an I-20 from different universities. He is planning on attending for F-1 visa again in December.

Anyone know if it is a good idea? Anyone got F-1 visa the 4th time?
