I heard that some of the DV winners do not get the 2nd letter. If so, then what are the possible reasons there?

Looking at the trend if KCC is satisfied with your information I guess you will get the 2nd letter sometime in Sep-09 or Oct-09 and your Interview will be in Nov-09 or Dec-09.
