Do anyone know whats going on with Pittsburgh SESA. Applied in December02. Haven't heard anything till now. Response is appreciated.. Thanks in advance.....

Query for Prevailing Wage: April 29/03

I got a problem with the Prevailing Wage. It seems that the SESA use Level II (totally 2 levels) as long as your position requires a Master's Degree. However, for civil engineering, all new graduates are treated as Entry-level no matter what degree you hold, master or even Ph.D. Master or PhD can get just a little higher salary but much less than Level II, which is senior level, I think. In my case, there are $30,000 gap. How to justify? Any ideas are appreciated.
