Basically you call the USCIS National Service Center and follow the directions to where you speak to somebody about not having received your card. They will very likely direct you to an immigration officer at the Service Center. That person will initiate a service request on your behalf in which a letter will be sent to you within 30 days (although in my case it was longer) telling you the status of your case. If I were you, and you're in a hurry for your new EAD, I'd schedule an INFOPASS appointment instead (click on the link on the USCIS home page).
