September 30 Deadline - waiting for response

Hello,

can someone please advice me on this situation:

I am the DV 2007 winner from Europe, currently in US under H1B, doing AOS.
I had an interview in early June. Then I moved to another state. At the local USCIS office where I had an interview they told me not to worry about filing the formal address change but to schedule another Infopass appointment to find out whether the response from agencies (NC or other?) was received.
When I came for that follow up appointment, they told me that they forwarded my file to the local office of my new state of residence. Then I schedule an Infopass with the USCIS office in my new state of residence.
There, they told me they recieved my case in early July but have sent it back to the local office in my previous state where I had the interview (?!)
Now, I have done a formal address change and was told to wait for a letter from the USCIS office of my new state of residence.
The local USCIS officer knew about the September 30 deadline and said the case will be given an attention.
I haven't heard back anything in the last 4 weeks.
Some friends advise me to have an appointment in the local congressman's office to ask them for help in expediting my case so it meets the September 30 deadline.
Does anyone have similar experience or any advice on this problem?
