Sept Visa Bulletin is out

I expected it to be the same as the August's one. But the sep one is surprising. The reason they state is

Due to the return of unused July numbers by consular posts abroad, and the limited amount of pending demand eligible for final processing at consular posts, it has been possible to reestablish cut-off dates in many of the Employment preference categories.

Whatever it is, I am sure it will benefit some people.
 
Is this bulletin going to stay in October for Eb1 with no change in dates or will october VB will be current for EB1.
 
Does this mean that people from India who filed in EB2 category in July, when the visa bulletin had "Current availability", will also have to wait 3+years to get their turn for I-140/I-485 processing? If thats true then what was the point of making all visa categories current in July.

I think the only advatnage is that you can get the benefits of I485 like EAD and AP...

No. Only I-485 s associated with visa bulletin and I-140 can be filed at any time. if i-140 is approved then you have to wait until your PD shows up in VB to apply for i-485.

I have applied for I-140/I-485 and EAD in July. Can i still apply for Advance Parole now for my I-485?
 
Since your I485 is pending, you can always apply and extend your EAD or AP. However, the bad side of things is that your pending I485 will not be approved until the PD becomes current again for your case. This is to the best of my knowledge. Guys if anybody has more accurate info, please speak out.
