So, does having a FP done means that the Visa Bulletin does apply to you anymore?

Kinda yes, kinda no.
I made many assumptions when I typed that statement about getting a FP notice and sealing the GC process. Here are my assumptions -
Given that USCIS is doling out GCs for EB2 applicants from India from/since Apr 2004 even for fiscal year 07, it is safe to assume this trend to continue for fiscal year 2008, which starts in October. Visa numbers would be available for my case (Feb 04) in Oct, Nov and/or Dec of 2007 (usually three months to fill the quota, if at all it happens).
Based on these predictions, a four month period is enough for me to get my GC assuming I clear the name-check/FBI check with no major hurdles.
But, the process has to start with a FP notice.

Does the Sep visa bulletin mean that
USCIS has not used all the visa numbers for the year?
USCIS has to use the visa numbers in the next month or will waste them i.e. processing has to be complete before Sep 31st?
Does this mean that people who applied in June and July might see their GC's approved by Sep 31st i.e. sooner rather than later?
Can USCIS not work on a excel file with everybody updating their cases and saving it to the SAME file so all depts know how many visa numbers are left. Never seen such a f...ed up system
I know speculation is a waste of time with VB's. However, september VB does indicate that there is probability that EB2 IN\CHI is going to be current or close-to-current come october.

I seriously doubt it. 2005 may be a time when numerous EB-2s were filed.
As soon as the fear of retrogression started and when PERM was in place, in the mid 2005's, many many cases were filed under EB-2 rather than in EB-3. Given that PERM has a quick approval process and the number of applicants in EB-2 increased, 2005/06/07 may be a tough time.
Nonetheless, USCIS is a different animal. It can surprise everyone.
