Separate I-130 or AIO?!

I am helping an LPR friend to file I-130 for his wife and kids. Is he supposed to file a separate I-130 for his wife and each child of the children, or they are supposed to be all included in one I-130 as derivative beneficiaries. He is a Green Card holder, they are outside the USA and the kids are under 21 years of age.
 
Normally one i130 for the wife & the kids as derivatives on that. The exception is if he expects /plans to become a citizen before the process ends (as his wife’s petition will automatically upgrade but will not be able to have derivatives in that instance, then they’d each need an i130).

AIO= All in One. All in one application I mean. :), sorry for the confusion.
