Sep. 1 Retroprogression (?) Policy

Reading through the PERM related thread, I came across this retroprogression(?) policy that people talked about again and again, but I really didn't figure out what that means from my 2hr reading of this forum. Sounds like a serious deadline though... Can somebody educate me on this policy and how this will affect us PERM applicants?

Also, generally speaking, can EB3 get approved faster than EB2? :confused:

You will not eligible to file I-485 if the EB2 or EB3 retrogate until your PD reach that retrogation date. Currently for EB3 holders visa numbers are un-available for any one.
