Sending packet 3 proactive to NVC?

Guys,

Could somebody tell me how long it usually takes from the day I send my IV bill to the day I receive packet III from NVC?

Also could I send packet 3 proactively (ie download packet 3 from the web and fill it up and send it ot NVC once when I know that they have received the IV bill from St. Louis) Have anyone done that before?

Just as with anything else, this time varies. In my case I sent the
fee on 2nd Dec. I received the Packet 3 on Jan 13th.

Except for the AC 140 cases, you have to wait for the Packet 3 to come, before you can send your DS 230.

If anyone has done, otherwise, let them speak up.
