Sending Copy of 131 directly to mumbay

My parent's and inlaw schedule an apointment on nov 16,2004.

Question
One of my friend told me to send copy of 131 directly to mumbai consulate that will help them to get visa!!! Is it true?Is it advisable?

The I-131 is to be submitted by the applicant when he/she appears at the time of interview... I have never heard of sending it directly to consulate and I'm not sure how they would keep track of these papers...
