Sendind passport for stamping from India to St.Louis

Since there is so much delay in processing of H1/H4 visa's in Chennai consulate and so much of querrying on the paper-work,
Is it possible to send the paper-work to St.Louis for stamping and get it back to India ?

Obviously it's taking a long time in St.Louis too, but maybe a little less hassle and less paper-work ?

Has anybody done this ?

This will not work note the documents you need to send for revalidation are,

I-94 (original arrival departure record)
Also your I-797 approval which has the the new I-94

How do you plan to have these if you are outside the country, by the way when you leave the country you are supposed to give all I-94's to the ariline staff when leaving the country.

I don't think Dept of State will accept visa renewal applications from abroad. Also it is illegal to send your indian passport by mail to another country.
