send in application before fee increase

The i-485 fee will more than double in June, so I want to send in the applications for my parents before then. The problem is that my parents won't be in the states until July/August. Can I send in the applications without some of the required documents? like copy of i-94, medical exam doc. Will the lack of documents affect the application in any way other than some delay, which I don't worry about?

Sending in an incomplete application could result in it not being accepted and you may lose your money, I would not submit it incomplete .

you may see if your parents can send you the information needed so you can submit the application before fee increase.
 
You can't file I-485 unless the benefitiary is in the USA. If your application doesn't have a copy of the I-94 I doubt it would even get past the check cashing stage.
