Self-addressed stamped envelope from abroad -IRC?

I already posted this in the J1 section, but it's more of a general question.

I need to send the Department of State a self-addressed stamped envelope (request for advisory opinion on 2 years home rule) but I am in Europe and don't have US stamps. Do they accept IRCs (International response coupons)? Are there any other options?

The F/M/J visa specialists at the DOS replied to my email:

The Department's Waiver Review Division (WRD) does not accept international response coupons.
