I need some clarity around the rule for Registering for Selective Service.
If a male applicant was a non-immigrant (on H1 and F1 visas) in the US between 18 and 26 - AND was immigrant (on Greencard) from age 27 - does that person have to apply for selective service?

Where can I find official documentation from USCIS that states the rules for who needs to apply for selective service; and specifically that male non-immigrants in US between 18 and 25 years do NOT need to apply for selective service?

You don't need to worry about SSS. If you were under 26 when you got your GC, USCIS does a favor and automatically registers you when you get your GC.
Hence if you were below 26 when your GC arrived you would have also gotten a proof of registration from SSS, that you may be called for duty if the need arises.In fact I got it in the same mail as GC but in a different envelope. You also need to update your address with SSS if you are registered.
If you did not receive anything from SSS, it means that you were not required to register, so no worries.
